Council tax charges for England, 2009/10 have risen by 3% - the lowest amount in 15 years. In Scotland they are frozen for the coming year, and in Wales charges have risen by around 4.1% on average.   • Average band D council tax for Wales for 2009-10 is £1,086. This includes £894 for county councils, £168 for police authorities and £24 for community councils. Figures for billing authorities, including the police authority elements, vary from £864 in Pembrokeshire to £1,325 in Blaenau Gwent
  • Please note that due to changes, % rises were not applied to the areas affected by the local govt re-organisation - nine unitary authorities will come into existence from 1 April 2009.
